The Council submitted these public comments to the administration to inform the design of a plurilateral Agreement on Trade in Critical Minerals (ATCM) and recommend policy actions to strengthen the resilience of critical mineral supply chains.
The U.S. is entirely import-dependent for at least 14 critical minerals, and cooperation with key trading partners, in addition to strategic unilateral action, is essential to secure critical mineral supply chains and fuel American industry.
Drawing on prior Council work cited by Ambassador Greer in congressional testimony on USMCA, the comments adress:
- historical context and lessons learned,
- elements of a successful agreement, and
- priority minerals and partner countries for cooperation.
