The Council’s new analysis on the Bipartisan American Affordability and Jobs Act of 2026 (BAAJA), introduced by Sens. Shelley Moore Capito (R-WV), Mike Lee (R-UT), Sheldon Whitehouse (D-RI), and Martin Heinrich (D-NM), confirms that BAAJA would lower both U.S. power sector emissions and electricity costs.
Decarbonization will require roughly doubling U.S. electricity supply by 2050 and delivering new transmission at 6X current levels. BAAJA addresses this gap by setting enforceable permitting deadlines and modernizing transmission siting and cost allocation, so energy projects can get online faster.
