These comments respond to the Integrated Forum on Climate Change and Trade’s call for stakeholder inputs on climate and trade. We focus on how governments can promote interoperability across climate and trade policies.
We see promise in both vertical interoperability (adopting standards set through international initiatives) and horizontal interoperability (the organic alignment of individual markets’ policy choices). These pathways are most promising for emissions data and monitoring, reporting, and verification (MRV) systems, with emerging avenues in policy design as well.
