Director, Policy

Position Overview:  The Director, Policy will support the development and advancement of policy priorities for the Council, its Center for Climate and Trade, and other affiliated organizations. This person will work on a portfolio of major climate policy areas that are being explored and debated in the administration and congress, for example, border carbon adjustments, carbon clubs, critical mineral supply chains, export promotion, and international investments to support global decarbonization and cultivate lasting constituencies for domestic policy change. The Director, Policy will have external facing responsibilities including representing the organization in meetings with government officials and their staff; collaborating with business, environmental organizations, and other organizational stakeholders; and speaking at conferences and other public events. 

Responsibilities include

  • Work with executive leadership and other colleagues to develop priorities for market-based climate policy, which could include carbon pricing, border carbon adjustments, carbon accounting, export promotion, and international investment strategy. 
  • Represent Council work in meetings with Members of Congress, Hill staff, and Administration officials. 
  • Cultivate strategic relationships with stakeholders, researchers, and policy and advocacy organizations to support the overarching goals of the organization.
  • Collaborate with existing partners and other external stakeholders towards effective policy design, including having one-on-one meetings with stakeholders, presenting policy ideas at various forums, preparing programming materials, leading group meetings, and cultivating new strategic relationships.
  • Serve as the day-to-day director of a portfolio of Council priority policies, including crafting and refining policy proposals, soliciting input from stakeholders, and providing educational support to policymakers.
  • For high priority policy areas, identify areas of consensus among diverse stakeholders who may have competing interests. 
  • Support the development and execution of the Council’s research agenda as appropriate to advance policy priorities.
  • Work with executive leadership and other colleagues to amplify the Council’s policy priorities through public conversation, stakeholder engagement, executive action, or legislative action.
  • Manage workflow and work product of associate-, analyst- and/or manager-level staff as it relates to specific projects or broad research work related to specific policy.
  • Identify and secure outside contractors, consultants, and influential scholars to conduct and publish research for the Council and the Center; manage contractual agreements and related processes, actions, and measurables.

Qualifications:

  • Bachelor’s degree required. 
  • Minimum of 10 years of experience with demonstrated expertise in domestic or international climate, trade, or foreign policy. Experience on Capitol Hill or the Administration preferred.
  • Strong knowledge of climate, trade, and/or foreign policy, including greenhouse gas reporting, export finance, critical minerals, trade agreements, international negotiations, etc.
  • Experience in crafting policy for Congress or the Executive branch, especially in areas relevant to the Council’s policy priorities.
  • Experience and expertise in project management with ability to effectively manage outside consultants and complicated timelines.
  • Strong Hill, Administration, and policy community relationships a plus.
  • Ability to balance multiple projects, meet pressing deadlines, anticipate needs, and adjust in a changing environment.
  • Strong verbal and written communications and the ability to present in a group setting.

Location:

This position is based in DC in a traditional in-office setting; subject to the organization’s telework policy. Currently the office is operating in a hybrid environment (three days in office, two days remote).

Compensation: Competitive salary range based on experience: $160,000-190,000; full benefits package including medical, dental, 403(b), etc.
