Statement on the DFC Modernization and Reauthorization Act of 2025

WASHINGTON, DC – Climate Leadership Council CEO Greg Bertelsen issued the following statement on the DFC Modernization and Reauthorization Act of 2025, which was passed as part of the National Defense Authorization Act for Fiscal Year 2026: 

“The reauthorization of the U.S. International Development Finance Corporation (DFC) marks a significant step forward in strengthening the federal tools that support U.S. investments and exports abroad. The legislation significantly increases DFC’s maximum contingent liability, expands DFC’s capacity for equity investments, and allows DFC to support energy and minerals projects in more countries. Together, these important reforms will enhance the ability of American businesses and workers to compete with state-backed firms overseas, secure supply chains for critical minerals, and accelerate the export of advanced U.S. energy technologies, including next-generation nuclear.

“The Council is encouraged that this bill reflects key priorities outlined in our recommendations for Unlocking DFC. We deeply appreciate the efforts of the House and Senate committees’ four-corner leadership—Chairman Risch, Chairman Mast, Ranking Member Shaheen, and Ranking Member Meeks—and other champions in ensuring that DFC remains a potent tool that supports advanced energy technologies, advances economic statecraft, and bolsters national security.”
